Ensure that the user attempting to generate a document has S-Docs and (if applicable) S-Sign licenses assigned to their profile in your Production org. Also, be sure that you have a valid and up-to-date License Key template in your org.
Customers using myPATH will see both their 11-digit account ID and their 8-digit withholding ID or sales license ID. The department will accept both the 11-digit and 8-digits IDs as validation when customers file and pay on myPATH.
5.6. COMMISSION MERCHANTS. A commission merchant as defined in 58.1-3733 is deemed to be providing a service to the manufacturer or merchant for whom he sells. The commission merchant's commission income may be subject to a license tax of up to thirty-six cents per hundred dollars of gross receipts under this classification.CHAPTER 6: COMPLIANCE ISSUES. 6.1.
